The Federal State Budgetary Institution of Culture "The State Central Museum of Contemporary History of Russia" (hereinafter referred to as the State Center for Contemporary History of Russia, the Museum) is a non-profit organization that carries out cultural, educational and scientific activities for the preservation, creation, dissemination and development of cultural values.
These Rules apply to the following museum objects located at the addresses:
the main building of the Museum: Moscow, st. Tverskaya, 21, building 1;
Exhibition and memorial department "Presnya": Moscow, B. Predtechensky per., 2, 4, p. 1, 2;
Exposition and memorial department "Underground Printing House 1905-1906": Moscow, st. Lesnaya, d. 55, bldg. 1;
Exhibition and memorial department "Apartment of G. M. Krzhizhanovsky": Moscow, st. Sadovnicheskaya, 30, building 1;
Exposition and exhibition department "Museum-gallery E. Evtushenko: Moscow, Vnukovskoe settlement, DSK" Michurinets ", st. Gogol, 1a.
These Rules regulate the procedure for visiting the Museum and are aimed at ensuring the preservation of the Museum as an object of cultural heritage (Federal Law of June 25, 2002 No. 73-FZ "On cultural heritage objects (historical and cultural monuments) of the peoples of the Russian Federation), creating conditions for the public presentation of museum exhibits and collections subject to the safety requirements of the Museum, its visitors and personnel (Decree of the Government of the Russian Federation of March 25, 2015 No. 272 "On approval of requirements for anti-terrorist security of places of mass stay of people and objects (territories) subject to mandatory protection by the troops of the National Guard of the Russian Federation, and forms safety data sheets for such places and objects (territories) ").
The category of visitors to the Museum includes citizens who are on the territory of the Museum on admission tickets (season tickets) or by invitation, as well as other persons who are on the territory of the Museum in connection with cultural events.
These Rules are binding on all persons who are on the territory of the Museum. The territory of the Museum includes exhibition halls, staircases, recreational and service areas, a lobby and other territories and premises located at museum facilities and available to visitors to the Museum.
The order of work of the officials of the Museum and their responsibility for ensuring the safety of the Museum and the culture of serving visitors are determined by the current legislation and local regulations of the State Central Museum of the Contemporary History of Russia.
In accordance with the Charter, the Museum carries out cultural, educational and educational activities, providing citizens with access to expositions and exhibitions during the established opening hours. Information about the opening time and the time of stopping the entrance of visitors to expositions and exhibitions, the opening hours of the Museum, the opening hours of the Museum during cultural events, the cost of tickets for excursions and events is indicated on information reference carriers in the entrance area of the Museum, as well as on the official Museum website. The ticket office closes 30 minutes before the Museum closes.
Prices for entrance tickets, excursion and other services for visitors are established by orders of the General Director of the State Central Museum of Contemporary History of Russia on the basis of Art. 52 of the Fundamentals of the Legislation of the Russian Federation on Culture (approved by the Supreme Soviet of the Russian Federation on 09.10.1992 No. 3612-1).
Excursion services in the Museum are carried out by the Museum staff and accredited guide-translators (only upon presentation of the relevant document).
Museum visitors have the right to:
2.1. Receive information regarding the procedure and conditions for access to museum objects and museum collections.
2.2. To have free access to the expositions and exhibitions of the Museum during the opening hours of the Museum for viewing them individually or as part of groups.
2.3. Attend excursions, lectures, specialized classes and other events on museum programs, paying for the services provided through the Museum's cashier or by bank transfer on the basis of contracts. Excursion visits are organized with the accompaniment of the Museum's guides by prior ordering of the excursion.
2.4. Demand the proper quality of the services provided.
2.5. Benefit from discounts on payment of entrance tickets. For preferential categories of visitors provided for by Russian legislation and local regulations of the State Central Museum of Contemporary History of Russia, admission to expositions and exhibitions is carried out on the basis of a preferential / free ticket for the right to preferential / free admission. The ticket is issued upon presentation of a document certifying the right to preferential / free service (passport, certificate, student / student card and other documents). The list of the specified categories of visitors is posted in the entrance area of the Museum at the information stand at the ticket office, on the official website of the Museum (http://www.sovrhistory.ru).
Discount tickets are sold in the presence of original documents, with the exception of a certificate of disability (photocopy is possible). The person specified in the relevant document has the right to receive benefits. One concessionary ticket is issued for one supporting document.
2.6. Use the technical means of information support of the Museum: interactive systems, audio guide (for an additional fee).
2.7. Perform amateur photography and video filming at expositions and exhibitions of the Museum, having paid for the corresponding service.
2.8. When visiting the Museum with young children, use baby carriers (bags, slings).
2.9. If necessary, move around the Museum in a wheelchair.
2.10. In case of improper actions (inaction) of the Museum employees, contact the administration of the Museum with comments, suggestions, complaints and receive a written response to the appeal within 30 calendar days. In case of sending written requests, indicate the following data and information:
surname, name, patronymic of the applicant, place of residence, telephone number, and / or e-mail address to inform the applicant about the results of consideration of his appeal;
the name of the structural unit, position, surname, name and patronymic of an employee of the Museum, whose action (inaction) violated the legal rights and interests of a visitor to the Museum;
a brief summary of the essence of the appeal;
other information that the applicant considers necessary to communicate.
Museum visitors are required to:
3.1. Observe these Rules for visiting the Museum.
3.2. Pay for the entrance to the Museum, excursion and other services in accordance with the current order of the State Central Museum of Contemporary History of Russia, setting prices for tickets, excursion and other services of the Museum (when visiting the Museum, the purchase of an entrance ticket is mandatory). Keep your tickets until the end of your visit to the Museum. The entrance ticket entitles you to a single visit to the Museum within 10 days from the date of sale. The validity period of a single ticket (The State Central Museum of Contemporary History of Russia, exhibition and memorial departments "Presnya", "Underground Printing House 1905-1906," Apartment of G.M. Krzhizhanovsky, exposition and exhibition department "Museum-Gallery E. Evtushenko") is 10 days, including the day of sale.
3.3. Check in outerwear and carry-on luggage, except for photo and video cameras, phones, tablets, laptops, as well as ladies' and men's bags measuring no more than 20 x 20 x 40 cm. Hand luggage exceeding the indicated dimensions (backpacks, bags, cases , umbrellas, etc.) should be placed in storage cells located in the wardrobe of the Museum.
3.4. If you lose personal items from a wardrobe or storage compartment, contact a wardrobe employee.
3.5. Be responsible for the loss of a wardrobe token.
3.6. In the case of a visit to the Museum by parents with infants in a cradle stroller, leave it in the wardrobe, pick up the child or place it in a baby carrier (bags, slings).
3.7. Present for inspection items of hand luggage at the request of a police officer at the control of the entrance to the Museum.
3.8. Use shoe covers provided by the Museum.
3.9. In the event that neglected objects or persons whose behavior is suspicious is found on the territory of the Museum, immediately inform the Museum employees, police officers or technical consultants-caretakers of the Museum, without taking any independent action.
3.10. In the event of an emergency, follow the instructions of the police officers, technical advisers-caretakers, tour guides and other services of the Museum.
3.11. Treat museum property with care.
3.12. Maintain peace and order in the exhibition halls of the Museum.
3.13. Start on time and immediately after the expiration of the time set for visiting the Museum, finish viewing the expositions and exhibitions, without disrupting the Museum's working hours.
It is prohibited in the Museum:
4.1. Cause damage to exhibits, interior elements, equipment and other museum property.
4.2. Bring backpacks, packages, bags, the size of which exceeds 20 x 20 x 40 cm, into the halls of the Museum.
4.3. Have with you any type of weapon (gas, traumatic, firearms, cold), as well as sharp, cutting, flammable, toxic objects and liquids.
4.4. Bring, drink alcoholic beverages, use narcotic and other psychotropic substances, as well as ice cream and other food products.
4.5. Carry into the halls of the Museum and use such means of transportation as bicycles, roller skates, scooters, skateboards, etc., with the exception of wheelchairs for disabled people.
4.6. Enter the territory of the Museum with any animals.
4.7. Wear outer clothing, as well as dirty clothes and shoes, with things that may stain other visitors, museum exhibits and elements of the building's interior.
4.8. Go behind fences, touch museum exhibits, rearrange or change their places.
4.9. Break the silence in halls, talk loudly, including on mobile phones and other electronic devices.
4.10. Create situations that threaten the safety of exhibits and impede the movement of visitors.
4.11. Carry out photo and video filming without purchasing a ticket for such a service (except for filming on mobile phones and tablets). To make films, video and photography with professional cameras (with or without a tripod) without the special permission of the administration of the State Central Museum of Contemporary History of Russia. Professional shooting means shooting with additional lighting and / or sound recording equipment, using color scales, additional power sources, in compliance with special conditions for preparing rooms and exhibits for shooting.
4.12. Conduct excursions for guides who do not have a certificate for the right to conduct excursions to the State Central Museum of Contemporary History of Russia.
4.13. Use the territory of the Museum without the permission of the administration of the Museum for commercial, advertising and other income-generating activities.
The Museum administration has the right to:
5.1. When issuing a free / reduced admission ticket, require identity documents and the right to free / reduced entrance to the Museum.
5.2. Refuse a visitor to visit (suspend visiting) expositions for the following reasons:
the occurrence of an emergency situation (armed attack, hostage-taking, criminal encroachments, violation of public order, terrorist act or threat of committing a terrorist act, detection of an object suspicious of its explosiveness, natural disaster, man-made disaster, the appearance of foci of smoke / fire, extreme increase / decrease air temperature in the halls of the Museum);
lack of an entrance ticket giving the right to visit the Museum on the day of application;
the presence of objects and liquids that pose a danger to the Museum, visitors and staff;
state of alcoholic or drug intoxication;
aggressive behavior that poses a threat to other visitors and employees of the Museum;
clothing that does not comply with the rules for visiting public places;
non-compliance by the visitor with the requirements established by these Rules.
5.3. In accordance with the current legislation of the Russian Federation, carry out a personal search and examination of items of hand luggage, both visual and using technical means (metal detectors, etc.), which is carried out by police officers.
5.4. Remove from the Museum persons violating public order, refusing to comply with these Rules, without refunding the cost of purchased tickets.
5.5. Change, if necessary, the opening hours of the Museum for visitors. Information about the change in regime is posted in the entrance area of the Museum, on the information stand and on the official website of the Museum (http: //www.sovrhistory.ru).
5.6. Carry out video surveillance of the territory of the Museum, exposition and exhibition halls using video cameras.
The Museum administration is obliged to:
Provide cash services to visitors in the entrance area of the Museum. When carrying out cash services for persons of preferential categories, the cashier is obliged to require the presentation of documents confirming belonging to the preferential category.
6.2. Place in the entrance area of the Museum information on the procedure and conditions for access to museum objects and collections, where it should be indicated:
Museum opening hours;
current changes in the Museum's working hours (indicating the halls temporarily closed for visiting);
the list of services rendered by the Museum;
announcements of events for visitors;
emergency evacuation plan for the Museum.
6.3. Organize a convenient procedure for accepting applications for excursions, lectures and other services of the Museum.
6.4. Provide the Museum with an up-to-date and understandable navigation system for expositions and exhibitions, indicating the locations of the ticket office, souvenir kiosk, toilets, and cloakroom.
6.5. Ensure the availability of labels for exhibits, general explanatory texts, additional multimedia programs, and other information and reference materials at expositions and exhibitions.
6.6. Provide access for people with limited mobility, people with disabilities with musculoskeletal disorders, and older people to the expositions and exhibitions of the Museum.
6.7. In winter, ensure that the territory is cleared of snow and ice from the approaches to the Museum building.
6.8. Ensure that the staff treats visitors to the Museum in a correct and courteous manner.
6.9. Organize the reception, registration and consideration of written proposals, applications, complaints of visitors, as well as responses to them on time -
30 calendar days.
These Rules do not apply to visitors to the branches of the State Central Museum of Contemporary History of Russia. The rules for visiting the branches of the Museum are determined by local legal acts of the State Central Museum of Contemporary History of Russia.
